Call for Proposals: Development of a Waste Characterization Study at the Perseverance Landfill in Grenada

The Center for Clean Air Policy (CCAP) and the Recycle Organics (RO) Program, in collaboration with the Grenada Solid Waste Management Authority (GSWMA), invite qualified consultants to submit proposals for a waste characterization study at the Perseverance Landfill. This study will support improved waste management and methane mitigation efforts in Grenada.

Application Guidelines

Deadline

  • Proposals must be submitted no later than 5:00 PM EST on February 17, 2025.

Questions

  • Questions must be submitted by January 27, 2025 to February 12, 2025.

Content to Include

  • Methodology and approach.
  • Company and team qualifications.
  • Financial details, including the financial proposal and budget justification.

Format

  • Provide the document in PDF format.
  • Editable formats (e.g., Word or Excel) may also be required upon request.

Submission

  • Submit proposals via email to caio@ccap.org with the subject: “Waste Characterization Study Proposal – [Organization Name].”
  • Late submissions will not be accepted.

Evaluation Process

  • Screening: Proposals will be reviewed against minimum requirements.
  • Shortlisting: Up to five applicants will be shortlisted using a scoring system, based on the submitted proposal and the Required Professional Qualifications (see ToR).
  • Interviews: Shortlisted applicants will be interviewed, using standardized questions and scoring criteria.
  • Final Selection: The successful applicant will be selected based on qualifications, scores and a financial proposal.

Key Notes

  • Direct contract award may be considered if only one applicant meets all requirements and submits an acceptable proposal.
  • Application records and evaluations will be analyzed by the review team, including representatives from CCAP and the GSWMA.
