Recycle Organics is now seeking in-country individual waste management consultants or firms that will provide consulting services to support the program’s methane mitigation and climate change work in Fiji.

About the Recycle Organics Program

The RO program focuses on reducing methane emissions from the waste sector by providing technical and financial support to accelerate project implementation, advance enabling policy frameworks and facilitate knowledge exchange, while building capacities in developing countries, such as Small Island Developing States (SIDS). The program is currently funded by Environment and Climate Change Canada (ECCC), the Global Methane Hub and the Climate & Clean Air Coalition (CCAC) and has expanded to over 20 countries around the world. ImplementaSur and CCAP are responsible for the implementation of the program.  

The overarching goal of the program is to accelerate the implementation of methane mitigation projects in the waste sector and create enabling conditions for a sustained expansion of organic waste management technologies that bring significant environmental, economic and social benefits to the countries it supports. Participating countries receive multiple benefits at both the national and local levels. These benefits include support for developing innovative waste management policies and overcoming existing barriers, while identifying and building a pipeline of projects that improve sustainable waste management practices that minimize their environmental impact. 

The program is set to be country-driven, with the active participation of focal points in the representation of the local authorities. Therefore, having continuous support for the work on the ground is important for achieving the best results. The RO Program also fosters the development of a regional community of practice where local stakeholders can be part of knowledge-sharing initiatives and collaborate with each other to reach the common goal of achieving the Global Methane Pledge (reducing methane emissions 30% by 2030).

Position Description

Recycle Organics is seeking in-country individual consultants or firms that will provide consulting services to support RO’s international methane mitigation and climate change work in the Pacific region, specifically in Fiji. The ideal candidate(s) will support the RO team with the on-the-ground implementation and coordination of the program’s activities in Fiji. The consultant/firm will report to the RO Team. 

The consultancy is expected to last three months, with an average weekly time commitment needed. The actions to be implemented in Fiji define their respective areas of work. These will be:

  1. Identification of a project portfolio and prefeasibility studies

This action involves the identification of potential organic waste management projects within the country. The identification process has been successfully completed and, subsequently, projects have been selected for technical assistance in the form of a prefeasibility study. Additionally, the main financial sources for the implementation of organic waste projects are also being identified. This study is currently being carried out by the RO team.

The primary support required from the consultant for these projects includes:

  • Contacting and following-up on communications with project developers, stakeholders and local authorities as needed.  
  • Developing a baseline assessment for each country—further research will be needed over time regarding Solid Waste Management and Regulation.  
  • Data collection efforts regarding specific information for the development of organic waste projects (such as local permit requirements, local costs of infrastructure and salaries and a benchmark of the market related to organic waste management projects by-products -compost, biol, biogas, energy and others). 
  • Contacting and visiting new projects that may be identified during the year. Visit on-site potential projects and potential terrains for organic waste management projects. The program will finance any expenditures related to the field visits. It is preferable that the consultant has access to a vehicle. 
  • Contacting the main financial stakeholders that could serve as sources of support for organic waste management projects for the country (e.g., development banks, non-governmental organizations, climate funds, among others).  
  • Setting up meetings and interviews for data collection regarding the financial sector, such as interest rates or business models that could be financed.  
  • Developing short reports (one or two pages) about site visits, meetings and other activities held to update the international RO team about the work being done in the country.  
  • Collecting visual material (pictures and videos) at the on-site visits and meetings to support the communications team’s work in promoting the program 

   2. Pilot home composting program

This action involves the technical assistance and development of an implementation plan for a pilot home composting program. Based on the number of beneficiaries, an environmental education and support program will be implemented in parallel with delivering the composting bins. This pilot plan will also include measures of success to be discussed with the authorities with indicators that must be monitored over time

The primary support required from the consultant includes:

  • Supporting data collection efforts related to quotations for the equipment, training and marketing efforts. 
  • Identifying potential communities to pilot the program. This includes an assessment of whether it is better to implement it in a local school, local community or specific town council. This needs to be supported by data and discussed with the team. 
  • Monitoring and reporting activities on-site, applying methodologies such as door to door surveys.

Qualifications

  • You must reside in Fiji.
  • Preferred: A background in solid waste management and/or climate change in Fiji.
  • A degree in a relevant discipline or the equivalent experience in environmental areas, climate, or waste management (organic waste management is a plus). A graduate degree is a plus.
  • Capable and comfortable engaging with stakeholders from the public and private sectors and maintaining dialogue on environmental issues.
  • Able to work independently and be proactive in an autonomous environment.
  • Excellent research and writing skills. Strong oral and written communication skills.
  • Fluency in English.
  • Business development capabilities/oriented.
  • Strong organizational skills, attention to detail, and respect for timeliness and deadlines.
  • Experience with Microsoft Office, including Teams, Excel, Word, Outlook, and PowerPoint.
